Number of candidates qualified in 2004
= 40% of 35000 = 350 * 40
Required Ratio = 5000/350 * 40
= 5/14 = 5 : 14

In 1998, = 37.5 * 10000/100 = 3750
In 1999, = 30 * 22500/100 = 6750
